Right now, when we try to update any enrollment using election import, it wipes out existing coverage and adds new coverage. In this case, if only dependent is given in file, get enrolled in plan, even though plan is not allowing to enroll dependent separately.
This works perfectly in case of new enrollment.
For update this is default behavior of system. Need to do feasibility analysyis for this.
