WT -> Determine Dependent Max Coverage enhancement -> Problem in Child % on Child when parent plan enrollment changes

Eligible Contingent Plan Child 2

• Child % on Child = 0 to 50 % on contingent child plan 2
• employee enrolled in parent plan with 10000 - went on child plan 2 - and enrolled with 2000
• employee again went on parent plan and made changes in enrollment from 10000 to 80000
• ideally child plan 2's coverage becomes now from '1000 to 10000' TO '1000 to 8000' - but the earlier enrollment with 2000 should remain as it is in this plan - it got changed to 8000 which is not expected - behavior was discussed with Amruta

Also make this fix for other flags like Spouse % on Employee, Child % on Employee, Child % on Spouse etc..
