• say my partner creates a template of all classes and plans - save
• another partner logs in - he can not see the created template by other partner
• he tries to make a template - saves it - system throws a duplicate template error and do not allow an user to create it. Whereas this partner can not see the created template by other partner

For the other users than the creator of the template - they at least should have the view only rights over the other templates. So as they can have a clear idea why the are not able to create their own template
