Export > EDI utility > New Plan Selection > Select All Plans is not working if specific provider is already selected on export template

This is found while testing WT-6696 for all providers

Steps to reproduce
1) EDI utility > New Plan Selection

1) Select >Plan Effective Date > all providers > Benefit Type > All Plans
2) Select a template which has another provider selected on Template Information page (other than the providers displayed in Provider drop down for particular benefit type)
3) Select the Checkbox next to that template
4) Click on Add To template(s)
5) Again check the Template by clicking over it and its Template Infromation page on company level export template

Result : Selected Plans pop up window will show that the new plans are selected on export template . But Template Information page will not show the newly added plan selection .

Expected Result:We should add a check for Providers if any particular provider is already selected on the export template
