Backdated term exporting on file in case of future No on change file

This issue has been observed when we set base run date from EDIUtility, below are the steps to reproduce:
1)File type Change file
2)Future year Election Flag -NO
3)Backdated term election for e.g 07/31/2016
4)Set run date from edi utility 12/15/2016
5)Export file

Termination should not roll over file which has the term date less than 12/15/2016 .
