I have checked all users mentioned by you. All of them have different access rights policies.
To have access to all modules, right now we have one access rights policy 'WORKTERRA All modules policy' This policy is having view and edit rights to all menus across the modules. If we assign his policy to all users mentioned by you, they will have access to all module and all menus. Please refer attached WT-8620 Partners.xlsx . This excel sheet is having two sheets. First sheet is having information of access rights policy to all users and second sheet is showing comparison of all these policies.
Please take a look and let us know if we can go ahead and assign same access rights policy to all users?

on Production. On stage we do not have such access rights policy. We will create such policy and assign it to these users tomorrow.

Please create a workterra all modules policy on stage and assign it to all these partner users.
