It should be either 1 / 2 / 3 according to the fields / m,acors used in the event builder

This is tested on WT Stage - Working Well
We will deploy this bug on Stage along with it's parent enhancement WT-7705

Still the EventMemberTypeId for existing Cobra Eligible Events are NULL only.
