Effective date not updating on custom form

Replication steps:

1)Login with partner
2)Search and select company
3)Go to benAdmin->Customizer->Select HSA plan
4)Made Proper customization of contingency and rule
5)Imported the file with custom form "yes" and set effective date,
But effective date is not updating

Actual result: Effective date not updating on custom form

Expected result:Effective date must be updated
