Import -> Core Plan Scenarios -> System is not enrolling employee into his core plan after we make him in-eligible from his non core plan election

Below scenario It is not working through import:

employee added , he got enrolled in core plan from 01/01/2015
he enrolled in the non core plan of the same benefit type eff from 05/01/2017
by making an EDS change - make employee in-eligible to the non core with 05/01/2017
plan level termination date rule is end of month / end of following month
Expected Result : Non Core plan (05/01/2017 - 05/31/2017) | Core Plan (06/01/2017 - NULL)
Actual Result : Non Core plan (05/01/2017 - 05/30/2017) |terminated but core plan is not allocated
