Problem statement:
_Carriers change their requirement for the enrollment begin date. We end up rolling enrollments over multiple times before a file goes live and this causes delays with the file going live in addition to having these records roll out again on payroll files.
Example: Life carrier request that no date be sent before 02/01/2017 on the file. For those enrollments that start before this minimum date we need to send 02/01/2017 otherwise we would send the enrollment effective date._

Solution: Discussed and agreed that SA utility be provided that will take the plan and begin date as input and roll over the elections so that the earliest enrollment effective date as the provided “begin date”. This is necessary to maintain consistency between WT and the exported file. We need to take approval of the customer for this step.
