Eligibility rule, having condition related to 'Mode Effective Date' macro is not implemented for Eligibility report.

As requested, I removed the condition related to 'Mode Effective Date' in the Eligibility Rule 'Rule_23' and verified the report at EE level. The report is running as expected without server error.

As dicussed, 'Mode Effective Date' macro is to be implemented for Eligibility rules.

Before start implementation of 'Mode Effective Date' macro for eligibility report need discussion with Enrollment Team.

Below are the 3C's
Concern: Server error on plan eligibility report.
Cause: 'Mode Effective Date' macro was not implemented for reports. When any plan was configured with Eligibility rule having 'Mode Effective Date' macro, server error appeared. Error only occurs when other additional criteria rules are configured with this macro. No error appears, when this macro is the only additional criteria configured.
Correction: We have done code changes to implement 'Mode Effective Date' macro for eligibility report. Due to the fix done, report will work in all scenarios related to Mode Effective Date macro without any exception.
Affected Areas: Eligibility Reports (Company Level, Employee level)
Affected Files: EligibilityReason.vb
Tested Scenarios:
1. Verified Employee level - Employee plan eligibility report (With and without additional criteria)
2. Verified Employee level - Employee plan eligibility report (with eligible and non-eligible condition)
3. Verified company level Employee plan eligibility report.
4. Verified company level standard eligibility report and check ineligibility reason

Note: Ineligibility reason text will display in eglish only. (i.e. Text not referred from resources)
