City of Santa Rosa>"File Not Found" message is displaying while downloading benefit related files

1] Login to the application as a employee.
2] Traverse OE workflow.
3] While traversing navigate to Enroll Now page.
4] Click on "Additional Tools" section under "Health Care Spending.." benefit.
5] Click on the Document links.

Actual Result:
File Not Found Error is displaying.
Expected Result:
Error should not be displaying, file should be get downloaded after clicking.
