            Tested this on stage on City of Denton for hspl.

            Add Change Term report working fine with no issues.

            Ready for Production.

            This SP is reverted from all branches due to WT-5482 this issue. As Performance optimization was wrong because of that WT-5482 issue occurs on production and we can't optimize this SP further. So reverted this SP from all the branches
