Steps to the reproduced issue:

1] Additional form -> drop-down list -> Default value any
2]Rate - > additional eligibility criteria with a Default value of form builder
3]add new employee getting -> eligible for default plan
4]check rate through partner login - > showing zero
5]saved default plan through partner login - > showing rate

1] Additional form -> drop-down list -> Default value any -> no rights for employee
2]add a new employee
3]in employee tunnel saved the same form - > rate not showing to employee
