BSG is facing severe issue in Import on Wheaton Franciscan on stage. Every time they try to import a file they get following error. Development team mentioned they are not able to reproduce the error. Why client is able to reproduce it every time and we cannot?

We have executed core plan allocation routine on main company on stage
All dental plans except COBRA Dental plans are mapped to rate ‘Dental’. (COBRA plan is not have rate mapped). The Dental rate is having 2 sub rates, one for full time employees and another for part time employees. Both sub rates are having additional criteria on Employee type field for full time / part time value. I have checked all employees from wheaton, they are not having any value (NULL value) for employee type field. Hence, did not get any rate for dental plans.
Solution: Load employee type for all employees or change the rates eligibility and re-calculate the rates.
All previously reported issues are not occurred again. For issues like SA utility delete employees, we have other tickets opened. Can we close this ticket as of now?
We loaded medical and dental files on HSPL copy today. They got loaded without any error. However, many records got kicked out mostly because of member does not exists reason.
