Issue Importance:Must Have
1] Login to the "OCSD" company on Production environment as a partner.
2] Navigate to "Eligibility Rules>Eligibility Rules Summary from left navigation menu.
Actual Result:
Server error is displaying.
Expected Result:
Server error should not be display.
Refer attached screenshot for more details.
Note - Same issue is exists on Stage environment as well.
This is tested on WT Stage - 11th Oct 2016
Somehow I could add a label with blank title but we can not set an additional eligibility over labels / paragraphs in the eligibility rules - hence adding an eligibility in a rule over a label / paragraph and then make it's value as NULL - this can not be achieved to test above scenario.
Though - this is reproducible on OCSD - Stage
Once this patch is moved on Stage / Production - above item can be tested by verifying the server error has been removed from eligibility rule summary page or not

Please Refer following 3C's
concern : OCSD->Production->Server error is displaying for "Eligibility Rules Summary" tab.
Cause : in DB AdditionalFieldInfo table Label for this Field is inserted as NULL.
Correction : code fix. Null condition is handled of Label for Additional Field of type paragraph .
