      Description

      Hi!

      Per the client:

Employee wanted to update his HSA contribution effective 11/1/2017.
Employee made the update but the EE cost is not appearing and the yearly Employer cost is showing $4000 but the Employer Coverage max is only $2000
The 2017 Plans have not been altered

      Example EE: A. Yen

Please research and advise us as to why the EE cost is not appearing and why the Employer cost is showing $4000 when the Employer Coverage max is only $2000. Also, if necessary, please outline how the plan should be customized to prevent this from happening with other employees.

Please be advised the group is currently in Open Enrollment.

      Thank you,

      Kira Hamilton

            Hello Kira,

            Plan Customization:

Amount $4000 is shown because: on plan customization Is Prorate Employer Contribution is selected as Yes therefore the amount shown is the addition of previous ER coverage and the new ER coverage.
            Also,
No Employee cost is not shown because: on plan customization Consider previous paid coverage in cost calculation is selected as Yes since this takes previous coverage into consideration and for which the rate has ended on 10/31/2017 therefore the cost is not shown.
(Please confirm with AE is this intentionally done for some purpose)

            Plan Customization changes needed:

            1) Is Prorate Employer Contribution is selected as No
            2) Consider previous paid coverage in cost calculation is selected as No

Please find new enrollment tried on HSPL Copy:

            Thanks,
            S Prashant.

This explanation regarding the ER contribution does not make sense. The ER contribution should not change if the employee is just changing their election.

Also the max ER contribution is 2000. How is the system applying 4000. I went into the employees record and posted an event 1/1/2017 and the ER contribution is showing 4000 on 1/1/2017. Something is not right and the explanation above does not address the issue

Can some one please advise asap

This is an issue, user should never get ER coverage more than max, pro-ration is also there. Can you please debug and provide 3c's?

            Hi Debbie Kulling,

            Please find below details:

            Issue 1:

Concern: For EE 'ADAM YEN' Employer cost is showing $4000 when the Employer Coverage max is only $2000

Cause: This is scenario specific issue for retro election of 2017 HSA plan.
            There are two HSA plans.
            1. 'Health Savings Account 2017' is contingent on 'Cigna CDHP' medical plan
            2. 'Health Savings Account 2018' is contingent on 'Cigna Consumer Driven Health Plan' medical plan

EE is enrolled following in Health plan.

Effective Date Termination date Date Tier
            1/1/17 12/31/17 EE+SP+2CH
            1/1/18 NULL EE+SP+2CH

Here while doing election in 2017 HSA plan with 11/1/17 effective date, system is considering both parent plan election. Hence giving 2000 + 2000 = 4000 ER Coverage.

Correction: We are working on code fix and will update.

Please let us know shall we update ER contribution of 11/1/17 to 12/31/17 election to 2000 and correct ER cost.

Note: There is no issue for 2018 HSA election. We have verified same.

            Issue 2:

Concern: EE cost is not appearing for 11/1/2017 HSA election

Cause: This is not an issue.

2017 HSA plan is having customization of 'Consider previous paid coverage in cost calculation ' to Yes.

EE is having election in HSA plan with 1/1/17 to 10/31/17 2860 as EE coverage. So when EE did election with 11/1/17 effective date with 595 EE coverage its cost is not calculated as he already paid 2833.33.

            Here are the calculations:

            Total Payroll Cycles= 24
            Lapsed pay cycle from 1/1/17 to 10/31/17 = 20

EE cost per period is 2860/24 = 119.16
            so cost paid for 1/1 to 10/31 is 119.16*20 = 2383.33

If EE elect more than 2383 coverage with 11/1/17 effective date, then cost will come.

Please let us know in case more details are required on this.

            Hi,

            Regarding ticket WT-12264

-Per the client, when an employee creates a QE to change their HSA the Employer Yearly contribution amount reverts back to $4,000. Hence, it does not see like changing the employee record on the backend stays corrected. BCC needs this corrected quickly, hence until the code fix is complete, what can be done so that the employees can change their HSA election amounts?

-When will the code fix be put in place?

-Once the code fix in place please review H. Chaparala record to make sure the Employer yearly amount is correct so she is then able to make her employee election.

            Thank you,
            Kira Hamilton

            Hi Jyoti Mayne,

            Per BCC:

The participant involved in the original origin of this ticket wanted to increase the employee yearly coverage effective 12/1/2017 to 3000.00. When I create an event to make the update it changes the employer annual to 4,000 and only allows the employee to have 2750.00.

Can you do anything on the back end to correct the yearly employee amount to 3,000 and once again correct the employer amount to 2,000?

Can this be fixed as soon as possible as we need to manually adjust payroll file for this participant, see screen shot.

Participant is Harika Chaparala the update needs done only to the Health Savings Account 2017 plan.

            Hi Kira Hamilton,

EE 'Salil Joshi' having election in 'Cigna CDHP' health plan with 12/1/17 to 12/31/2017 with EE+SP+2CH. So he is eligible for $500 ER contribution as election is in last quarter. Total ER contribution is 2000. If health plan election falls under last quarter, EE will get 2000/4 = $500.

Once code fix will get deployed on production 12/29, system will show proper ER coverage on Enroll Now screen.
