Hello Smita Pawar,
New ticket being opened for issue related to previous ticket # EDI-1042. I couldn't reopen the original ticket, so I'm opening a new one to report some records not coming over on the Jan 2017 ACA files. The client has completed the audit, but found a lot of missing records. Looking at some of the dependents in WT, I did saw them enrolled in HIGHMARK PPO 90-Medical-Highmark but wasn't on the file. I have uploaded client's audit file Metso ACA file audit.xlsx and their comments Audit of January 2017 Metso ACA file.msg to the EBS ftp server located in /workterraaca/BSG ACA/Metso ADP/ .
I've checked the template Metso ADP - ACA Employee but it does show the plan selected along with their classes. Can you review the audit file and client comments, and also take another look at the settings on the three templates?

I've tried deleting march run dates from template *Metso ADP - ACA Employee and exported again to see if the records would show up on the file, but they didn't. Those run dates have been added back in the way it was.

Harbinger Comment:
Eligibility will be checked for Aca marked plans for complete month but for below none of employees are eligible for any aca plans for complete month and Medical Opt Out is not marked as ACA Plan except it benefit type is medical.So in this scenario eligibility element which are mandatory populates with blank which is not expected.
So we manually removed these employee complete element set (EEID,OFFR,ELIG,COVG).
To get an idea for these employees we have re uploaded latest folder with name Jan1.zip

We have finished auditing the file, and they were sent over to the client for final audit. We came across 1 issue on the [COVG] row. The "Reason for Waiver Description " was coming out as a blank on the file for records with Reason Code 06. Can you data transform or update the configuration on the back end to pass value "Unknown" for those waived records?

We have found blank for oldplandesignidentifier information for the 8 plans. in resultant we were getting the medical plan code as blank under ELIG element
So we have set the oldplandesignidentifier for those plans of our own. Please find the excel file (DevSetOldPlanDesignIdentifier.xls) for the same for your reference which we have sent oldplandesignidentifier.
By setting oldplandesignidentifier, we are regenerated Jan full file.
Discrepancy -Employee name - Kenneth Hogue SSN - XXXXX2102 - Dependent SSN exported blank on file but it is mandatory under DEPC element.
We did analysis and found WT system it's dependent SSN is blank.

I'll download and set them to the side for now. We're still checking with ADP about the multi-employer file, because there seems to be some confusion with union records. We're waiting on ADP and client to confirm where to put those union members on, before we have client do another audit. That's the only concern we have at the moment and want to make sure everything is correct. We might need a new file later if client expect the unions to be on a different file. I'll let you know after we get confirmation from client/ADP.

Amit had talked to the client and ADP. We're no longer sending the multi-employer file, because it has been confirmed that the unions class are covered under their employer and not through a union. We will only be sending the employee and non-employee ACA files going forward. Please update to include the unions on the files, then post them for us to do another audit.

Our client completed the audit of Feb change files and their comments/feedbacks were provided. They were questioning about full file and change file. Because in the future the files will be sending to carrier monthly, the spec recommended full file for monthly and changes file as weekly. The carrier, ADP, only picks up the file Monthly, so shouldn't they be full file or will this cause issues with data coming over? I have attached the file spec again for review.
I have also uploaded the clients comments/feedbacks to following. There are some discrepancies. For example, an EE was on the Jan 2017 Employee file, but lost medical coverage in 3/31/17 and same term date. According to the spec, they suppose to capture this EE new event on the March change file, but it didn't roll over. You can find other discrepancies on the file:

BSG is providing following responses regarding previous records reported by Shannon and the Jan full and Feb change file. They feel that the data are still not passing correctly:
We have concerns on the response provided by the WT Dev team on the Employees reported by Sharon. Those employees were not sent in the January full file with a term date (which column 12 for the COVG record…and the column is blank).
Please see the attached 2 documents for more details. The document with the name BSG Response has my comments added to the WT Development team’s response. And the other document shows the employee records from the January Full File to support my comments.

Can you also explain more on why a full file can't be run each month? Below was one of your comments, but some of us and the client are a bit confused. Will it be possible to send a full file each month reflecting any possible qualifying event changes for the same record? On the template settings, it is currently sending 'latest record only'. Should the run date and settings on the template be looked at further to see if adjustment is needed for a full file to work?
Solution: As per the client request if we are exporting full files for all month these employees will on all month files as per the Enrollment/Waive date range with latest demographic data. Currently system will export latest demographic records

1st Issue
[Tamkeen – 05/15/2017] There is no coverage end date (Column 12) sent in the Jan Full File for this employee. There is only the datetimestamp of 03/31/2017 08:51:58.000000 PM. Only the dependents are terminated with 3/31/2017 date.
Harbinger: we have analyzed and fixed this problem and tested the file and verified termination date is coming properly.
Coverage end date is mapped with Enrollment Termination date field but added the incorrect rule engine for this field and because of this termination date is not coming properly.
Coverage end date was blank for below mentioned employees currently on our test files. Now these employees are exporting with proper enrollment termination date.

The status of these employees has changed from Retiree to Deceased.
These employees are neither enrolled nor waived. As discussed with Amit, we haven't inserted waive entries for such employees. Hence these employees will not be on file.
Note : - For Non Employee template, we are not considering waive employees.

*1.All the reported bugs with their pattern has been fixed from our side, Please let us know if any more checks need to be perform.
2. Till now we were delivering Jan month's full file & next months change files. Please let us know if any changes are required in the delivery of file type and Frequency.*

ADP ran the January active employee file through their validation tool and detected many records with errors because of the 2016 dates on them. They are expecting to see 2017 coverage start date on the file. Below was ADP responses regarding the full file versus changes file:
For the benefitsimport file… should we start sending it as .txt extension instead of xml?
[Camak, James (ES)] Sure, that would be fine. I thought it was an XML and sent it to validate as that and, of course, it failed. So I then saw it was a text file and started from there. We can convert the files from there.
The file was built using the pipe delimited format. The way the files should be sending to you is January as a full file (initial load) and any months after are changes. Will this be okay? Will you be able to explain the differences between a full file and changes file? Can full files be accepted each month?
[Camak, James (ES)] The initial file for January comes, and then you can send a full file with changes each month. That is the preferred method.
The first file would have the Open Enrollments; the following files would have that but also any new changes and sort of build a history.
So the Jan file may have an employee’s Open Enrollment with an EE only plan.
But the employee then gets married in Feb and now has another Offer with plans and a new selected coverage for an EE + Spouse plan (and with the new dependent information following below).
Then in December the EE selects EE + Family Coverage with the spouse and child listed as two dependents listed this time.
The file in a sense would append the new Offers and Selected coverages.
Again, generally we have full files with all of the employees on it.
Now you could keep all the history on it (making a full historical file over time)
or simply continue a full file (with all the participants included) but where you include where they were at the start of the month but then also add the changes.
In the first cast—the full historical file—you would have all the people, all their Offers, all their plans, and their selected coverages and their dependent lists for each coverage and containing the whole year.
In the second case—a full file with changes—you would have all the people, what offer and plans and selected coverage (and dependents) they had at the beginning of the month and then add any new offers (with plans, selected coverage and dependents) that ended the month.
The first is a cummalative history.
The latter is a month by month full file that includes changes.
The third type of file—a changes only file—is a much rarer file that comes weekly and lists only the new coverages. This is rare, but with it there is a first month file and then weekly changes only files where the only ones in the files from then on are those who have changes. I do not recommend this.
I know that is somewhat confusing. Remember a full file has all the participants. We are looking for coverages and their transitions. A full historical file would perhaps be for the full year and has all the events, while a full file each month would not have to go back to the very beginning of the year. It would simply have what the participants had at the beginning of the month (whether that was a coverage they selected at the first of the year or a coverage they selected just the month before) and then what they have now made changes on.

The full files appear to be exporting the data correctly. I no longer see any 2016 coverage dates on the file and this should clear up a lot of the errors found on the ADP report. I do see you made the update, so MEC is now flagged as 'Y' for the low cost plans. Arie L. is now coming across the Jan, Feb, and March files but dropped from May file as expected. Her employment/coverage of ACA was terminated in 3/31 and this term date is reflecting on all files.
I read through previous discrepancies, errors, and responses. I have checked them against the new full files, but so far couldn't find any further issues with it. You covered all the points and gave explanation for each. There's this other "FT/PT status" that was reported by client for issue #4. I wasn't sure if you already applied the fix, or do you need client to confirm? Below was the issue and your response:
#4 Finally please confirms that the logic will pull across anyone that drops from FT status to PT status and is no longer eligible for coverage?
Solution: To implement this requirement we need to apply this field’s eligibility on all selected plans for this template.
If you need client to confirm, we can bring this up to them tomorrow during the conference call. I know I forwarded this response to client a week ago, but I never heard their feedback on issue #4.

ADP had validated the last file on 6/19/17. They listed errors for updating, but there was a record on the employee file causing everything to fail. They would like the 1 record to move to non employee file. ADP is holding onto the 6/19/17 ACA files and is ready to load them, but waiting for our approval. We're waiting on Amit Thorve to see what he would like to do with the files. I have uploaded the results from ADP for you to review and update, so future files don't have the same issue.

ADP manually removed the 1 record and special characters in order for it to pass validation in their system. I see that there are few additional events (offers) for some employees in this new file when compared to the previous one. Most of these new events looks like are terminations (Employee Data Change). But I'm curious because most of those termination events have the event date back in March, April and May. So, I'm surprised that those didn't get picked up in the last file sent to James.
However, I found that the record for Ashley Stricker is missing from the new file. (Given below is her record from previous file. And for some reason, even in the previous file, she was only eligible for PPO80, please make sure its correct).

I just got off the phone with James at ADP. So far he said the file looks really good because it was able to auto convert to xml and passed through prevalidation. The low cost, attestation, Employees, OFFR/COVG, and DEPI counts are appearing correctly. He will provide results in 2 days after the employee file loads into production. Please disregard my previous message regarding the new non employee file. Found out the surviving spouse, Diana Butler, hasn't enrolled in COBRA yet. ADP said she can go on the file later whenever she is enrolled in COBRA. We won't need a new non employee file at this time. ADP will take the one from 6/19/17 for loading.

I would also like to add that back in 6/2/17 you also provided explanation of sending term coverages. Below was your message:
Revising the terminations. This is something that was often missed quite a bit last year and we had to fix these in edits to the 1095-C form.
The Offer (with a Offer Event Reason and Event Date) has plans and these plans show the “eligible” plans.An offer with no plans (but with an Event Reason and Event Date) would close the previous open Offer and demonstrate a Loss of Eligibility.
This Offer is listing the eligible plans, and listing none, signifies that the person is not eligible for any plans.A termination can be done/passed in a couple of ways. Simply giving/adding a “coverage end date” in the previous coverage.Or by sending a Selected Coverage with no plan information but with an Event Reason, Event Date, Coverage End Date and Transaction Date.
The related issue with these at times is that there is a difference between simply terminating coverage—and when an active employee simply decides to end coverage on a specific date (perhaps to take coverage elsewhere) but is still eligible (and here the client needs to prove they are still offering coverage for this eligibility—and an employee being terminated from employment and thereby loosing eligibility (loss of eligibility) and also having coverage terminated (and for which time after the client is not obligated to show that they are offering coverage because the person is not eligible.
For James Carroll, his employment terminated causing loss of coverage and was the reason that last event was sent without the ELIG segments and would make sense he’s no longer eligible for any plans. It’s showing the selected coverage, start date, and end date for this as expected for the previous plan he was in. We’re all confused now with the latest feedback. The 4/14 event date reflects the date the employment is terminated. Shouldn’t this be reported because it is an event showing loss of coverage? I did a quick checked on a few others from the 143, and they are also terminated employees. We’re still on spec version 3.0 and looking at its spec it indicated not to send plans for loss eligibility. Do you need a new full file from us or is there something you can do in your system to clear up the 143 errors for them to load through using same file from last week?

Hi Smita Pawar and Nandkumar Prabhakar Karlekar,
ADP is requesting for a new full file for employee and non employee files. On the employee file, all termination coverage records will need to pass only the following elements..... EventReason, EventDate, and CoverageEndDate on the COVG segment. Please see Amit's sample from the attachment Sample_Event.txt for the 3rd qualifying event. This was an employee whose employment was terminated causing loss of eligibility. We have many of this on the previous full file affecting 143 participants and passing too much detail on the COVG segment causing file to fail. Somehow it passed ADP validation, but failed after it tried to load. This is the only outstanding issue as of today that was reported.
We'll have to put the change files on hold until this full file is loaded all the way through without anymore errors. Let me know if you need additional info.

Hi Nandkumar Prabhakar Karlekar and Smita Pawar. The number of OFFR and COVG segments are matching up, but I notice some changes on this new 7/6/17 employee file. I remember the previous 6/23/17 file had transaction date of 10/15/16 for many of the open enrollment events on the OFFR segment. This new file seems to have reverted them back to 1/1/17, so I want to point this out in case you need to change it back to 10/15/16.
ADP only needed us to update OFFR and COVG related to 'Employee Data Change' events, because these are employees who terminated employment causing loss of eligibility. They are coming out correctly now showing only the required data. Another concern is the coverage term date for James Butler family. He was a deceased on 6/5/17, but coverage term date is now 6/5/17 on the new file. The previous file coverage date was reflecting end of month 6/30/17. I assume the new file is correct, because it matches the company's termination rule for deceased (Termination Date Rule=Date of Termination).
Those were the noticeable changes on the file. Let me know if you have any questions.

ADP is in the process of loading the full file. They had to manipulate the file a bit and was able to get it to passed validation. Once they confirm the full file loads through successfully, I will let you know. Things they expect to be fixed on the ongoing change files:
1) include transaction date on the COVG segments for any loss coverages (Employee Data Change). Although they said they only required EventReason, EventDate, and CoverageEndDate.....they now asking to also include transaction date.
2) make sure dependent Olivia Gladstone’s (dependent of Keith Gladstone) middle initial is 'I' instead of 'A'.
That's what was found on the full file and manipulated by ADP for validation to pass. There's no need for a new full file. Just things to keep in mind for the ongoing change files.

Daniel Hayes Gaffney and his family had active coverage from 1/1/17-3/31/17 then COBRA from 4/1/17-5/31/17. I do see them appear correctly on the non employee changes file. The active employee file only has 1 event (employee data change) with the termination, but we're missing his 1st event related to open enrollment and will likely error in ADP system. We need to also include his open enrollment event with transaction date 11/11/16, plans offered, family coverage effective 1/1/17, and list of his dependents tied to the active coverage.
That was the only thing I notice missing from the file. Recently he had errors and corrections done on his account in WT. Can you update the changes file for Daniel Gaffney's record? Let me know if you have any question about this before updating. Other than that everything else appears fine such as the number of OFFR/COVG are matching up for other records on the file.

This is regarding the 7/12/17 Full file. For those records with *Employee Data Change" event related to loss of eligibility, ADP would like for the coverage start date on the OFFR segment to match the event date. Below was their response:
The formatting is as expected, however the coverage start date should match the event date that you are passing. Using the coverage start date of 01/01/2017 tells our system that the loss of coverage began 01/01/2017.
I will review the others and meet with the team at Metso for their insight. Let me know if you have additional questions.
I haven't heard anything back from Tim at ADP yet, but I will check with him to see if he receives any feedback from the client.
As for the 8/4/17 changes files, Tamkeen at BSG has some concerns with records that wasn't flowing over correctly. Please add "Comprehensive Medical Plan - Retiree-medical-Highmark to the non employee template. You can review her full feedback/comments from 20170804 Changes file_ BSG Comments.docx. It's uploaded to our SFTP server located in /workterraaca/BSG ACA/Metso ADP File/08182017. We analyazed this employee that why this employee is rolled out on the change file when both on full and change files having the same content which is not expected on the change file as it is already on full file.
Due to changes in enrollment after the full file.Hence the employee has been captured on the change file.
This employee Alycia's enrollment has been terminated (07/31/2017) after the full file and futher the employee is not eligible for any medical benefit plans from july onwards but termination date is not reflected on the change file because employee is in active mode.

I have already checked against previous discrepancies and included my comments along side your comments on the "Metso_Missing_Offers_08152017.xlsx" and the "ChangeFile OutsideDateRange Report". All the term records reported by ADP are now showing start date matching event date. Number of OFFR segments matches COVG.
I need some clarification regarding the date range of the changes files you provided, before I advise BSG to run the add/change/term report correctly for comparison. My concern is the date range of 1/1/17 - 8/24/17 might confuse BSG. The active file only has 70 employees. When running report using date range provided, there were over 1000 unique employees (excluded cobra/retirees). This doesn't seem right, but after running report using something like 7/11/17 - 8/23/17 it came close to the number of employees on the active changes file.
Isn't the changes file date range is after the full files? The full files (7/10/2017 10:29 PM PST) already loaded into ADP system, but rejected 30+ records that were on the discrepancies report we reviewed. I thought it may be a typo, but can you confirm that the changes files are actually from 7/11/17 12:00am pst to 8/23/17 11:59pm pst or is it 7/10/2017 10:30PM pst to 8/24/17 12:00am pst? Knowing the detail range will help us determine which dates to use for running the add/change/term report.

Hi Alex Nguyen,
To capture the any retro changes in enrollment on change file, we always use fiscal year start date i.e. 01/01/2017. So that any changes took place before/after full file it will be reflected on the change file and only if that changes are not reported on any file.

CAUSE: The employee enrollment was pending in approval status & now its changed on 09/05/2017 i.e. after last change file. So this employee will be captured on new change file.
Teena Jones (Non EE File)
CAUSE: Employee is retro terminated on 12/31/2016 which is before year of current fiscal year start date and it will not fall in our date ranges rather we can capture only active enrollments in case of enrollments are before fiscal year start date. This is system limitation.Such terminated enrollments you can eliminate manually at your end.

I'm still waiting on ADP response regarding "loss eligibility' events. I'll let you know when a new change file is needed, but at this time we're working through some discrepancies with them.

I have talked to James at ADP. Regarding the active employee file, please update the coverage start date to match the event date for all Employee Data Change events relate to loss eligibility on the OFFR segment. As long as the coverage start date is different than the start date of first event Open Enrollment, we should be fine. If we choose not to send the coverage start date for those Employee Data Change events, ADP can default it to the event date.
As for retired employee, Teena Jones, ADP asked to send her on the none employee change file as follow in order to void her from 2017 ACA:

I did receive and begin to validate the two files:

The NonEE file passed and should load 29 participants.
However, the BenefitsImport text file failed to convert to XML.
The first problem was a Duplicate Offer in lines 6 & 29

The duplicate Offer Identifier (06/14/1971) confuses them, there are two different Offers with the same offer identifier. The first instance would get all the plans but the second instance would have no plans. Now you may say this is fine since the second “Employee Data Change” with Offer Identifier”06/14/1971” is really a loss of eligibility offer (offer with no plans). It would perhaps work if the person only had two offers with the same OfferID and the second Coverage was always a termination. But if the participant had multiple coverages, it would fail.
There is also an issue raised by the missing “TransactionDate” of the following lines, which appear to be terminations:

For the Termination of coverage (whatever you call it) we need the Event Reason (“Employee Data Change”), Event Date, “Coverage End Date”, and “TransactionDate” (the date and time stamp in field 19 that you have left blank). The other examples you had given us seemed to have this populated. I’m not sure why it is missing here. Can you correct this?
Let me know if you have any questions about this.
I do suggest you may want to use a more distinguishing OfferID, maybe some concatenation of the person and an event or date. That would make them more unique, which is the purpose of an identifier.

ADP is reporting extra pipe at end of COVG line causing record errors and file to fail. They are asking for extra pipe to be remove. The extra pipe is found after the coverage identifier element. Also there are missing waive code and waive reason description for waive records. Results were provided below and I have also uploaded the report 20171004_ADP Results.zip by ADP to /users/workterraaca/BSG ACA/Metso ADP File/ for a better overview of the employees with the errors:
There are eighteen (18) employees who have no Offer of an EEOnly Plan: Looks like these are supposed to be “loss of eligibility” offers. If so, they should be good.
However there are five (5) employees who have a selected coverage with no coverage start date, and there should be one unless this is a termination of coverage, but it appears that at least one of the persons (Jeehye Law) has this as a Waiver of coverage and not a termination of coverage. It appears to be the case in a few waivers of coverage.
Finally there are a few people (9 or so) who seem to be waiving (have flag “Y” for waive) but do not have the Waiver Reason Code and Waiver Reason Description (06 / “unknown”).
These need to be fixed.

ADP has confirmed the last change files were good and loaded successfully. They are ready to start receiving the weekly change files (employees and non employees). Please make sure recent and previous issues reported no longer show up on future files. They confirmed we can send the files weekly on Fridays at 5:00am pst. Once ADP receives the file, they would set them to the side and automatically loads them on 2nd Tuesday of each month in the order of the dates. Below was their response:

Tim you chime in as well, but that schedule sounds fine.
We will only load the files—unless we manually request a load—automatically on the second Tuesday of the month.
At that time—having received the files and placed them in the staging area—all files would load in order on that date.
Of course, if there were a need or desire to have them loaded sooner, that could be done.
But please wait for Tim’s confirmation as well.

Sounds good Amit Thorve. I will review tomorrow ACA files then post to ADP server on Friday for loading. I was under the impression the last change files were loaded, but they only put in a request on 10/16 to load and we were advised the file looks good. After that they said they were ready for automation or receive file weekly. From today email, they mention the last active employee file loaded was from June and Non EE loaded was from July. According to their process, they set files to the side (staging area) and load on 2nd Tuesday of each month. But can be loaded right away if we request them to.
From the email today from James, they had to put in another request for the load. We should get results from them hopefully today or tomorrow.

Good morning Revansiddha Gaur,
ADP confirmed the data all look good on the recent change files. There is a minor problem with the file naming convention for the benefitsimport file. The non employee file name is fine. There was a double underscores for file EF0597B9DB0007C9_Metsoshare_BenefitsImport_20171026_200620__.txt
ADP said to make sure future files don't have this double underscores in order for the automation to work. They had to remove it manually for the files to load. Future files should look like this without the double underscores EF0597B9DB0007C9_Metsoshare_BenefitsImport_20171026_200620.txt.
I have already informed them that we will start scheduling the file to run weekly Fridays at 5:00am pst starting on 11/3/17. Please let me know once files are scheduled.
